Kayak fishing is two hobbies stacked on one unstable platform - which is exactly its appeal. The rule for starting kayak fishing as a beginner: be a competent kayaker first, then add the fishing. Never learn both at once.

Is Kayak Fishing Suitable for Beginners?
Beginner anglers, yes. Beginner paddlers, no. Fishing divides your attention, adds gear and drift, and doubles the ways a day goes wrong. Get launching, self-rescue and reading conditions into your hands first. The Safety Considerations That Change

Lifejacket rules don't relax because you're fishing - and fishing kayakers are the group most often caught out. Check your state's maritime authority. The thresholds are usually about distance from shore and vessel size - in WA, for instance, a Level 50S must be worn beyond 400 m from shore on paddle craft under 4.8 m (Transport WA).

What can wait
The fishing-specific kayak (pedal drives, live wells) is a later purchase. Any stable sit-on-top starts the hobby.
Licences and Rules
Recreational fishing licences and rules are state-based. Size limits, bag limits, closed areas and marine parks all apply from a kayak exactly as they do from a boat - check your state's fisheries authority before you go.

Lifejacket Rules: Know Before You Launch
The Outdoorsia rule
Wear one, every paddle, no debate. Paddle Australia recommends every paddler wear a lifejacket built to Level 50 or higher, at all times on the water.
The law is a minimum, not a target
Wear rules differ by state, by water type, by craft length and by age - and they are minimums. Legal is not the same as safe.
Where it tightens
Rules generally get stricter offshore and for children. In WA, for example, everyone on a paddle craft under 4.8 m must wear a Level 50S or higher beyond 400 m from shore in unprotected waters (Transport WA). In Victoria, lifejackets must be worn on vessels up to 4.8 m under way, and by children under 10 at all times (Safe Transport Victoria).
Check yours before you go
Every state's maritime authority publishes current rules. Check the one for the water you're paddling, not the one where you live.
